B.C.O.A. Board Meeting

The Annual Fall Board meeting of the Borzoi Club of America, Inc. was called to order at 8:30 AM on Saturday, December 6, 1997, by president Barbara O'Neill. All board members were present and a quorum was established. (Alice Reese & Kalen Dumke arrived after the meeting had started.)
Minutes of August Board Meeting. Question regarding the spay/neuter of Borzoi from these minutes. Consensus of board that sentences means "spay/neuter of rescue Borzoi or any Borzoi the BCOA might deem as special circumstance through the BCOA Borzoi Rescue Committee". Correction to Specialty Guidelines: a correction to the wording add "seem to be". Comment: Request for minutes to be bound in the board meeting packets for quick review. A motion was made by Marilyn Polsfuss, 2nd by Kathleen Kapaun to approve the minutes as corrected. MOTION CARRIED.
Recording Secretary - Shen Smith. TSE Application received from Jerry Moore & Ann Stout-Bowers for Spokane K.C. - May 23, 1998. Judge - Patricia Murphy, Sweeps - Larry Sinclair. A motion was made by Laurie Kasowski, 2nd by Marilyn Polsfuss to approve the May 23rd BCOA TSE. MOTION CARRIED. Request was received from Carol Spritzer for relief from the TSE guidelines regarding monetary split for a sweepstakes event. A motion was made by Shen Smith, 2nd by Angela San Paolo to approve the request for the Borzoi Round-Up for one time only. MOTION CARRIED.
Broad Hock Ballot: Total of 263 ballots were received with 250 in favor of the proposal and 13 in opposition to the proposal. Proposal doesn't pass as the number of ballots received did not reach the required 2/3's of the voting membership which was 37 ballots short of the 2/3's return requirement.
Constitution Amendments: All amendments were approved except Article I, Section 1. ( c). which was seven votes short of the 2/3's majority needed to approve thE amendment regarding foreign and new member restricted voting privileges. Barbara O'Neill will appoint a new committee to review this section and make recommendations to the board. A suggestion received would be to have reduced dues for the new members during the proposed waiting period.
A motion was made by Marilyn Polsfuss, 2nd by Bruce Averill to approve the Recording Secretary's report. MOTION CARRIED.
Corresponding Secretary - Karen Mays. A complete report of all activities of the office was submitted for board review. All correspondence and club matters are current and up to date at this time. Following discussion of several items, a motion was made by Alice Reese, 2nd by Bruce Averill to approve the Corresponding Secretary's report. MOTION CARRIED.
Treasurer's Report - Marilyn Polsfuss. BCOA is required to prepare a tax statement which will require professional assistance. A motion was made by Laurie Kasowski, 2nd by Karen Staudt-Cartabona to authorize the treasurer to seek professional assistance with the tax statements. MOTION CARRIED. Income and Expense report is attached with these minutes. A motion was made by Shen Smith, 2nd by Alice Reese to accept the Treasurer's Report. MOTION CARRIED.
A.K.C. Delegate's Report - Karen Staudt-Cartabona. Complete report is attached with these minutes. Additional items: A motion was made by Laurie Kasowski, 2nd by Marilyn Polsfuss for the BCOA to support lowering the height requirements in jumps for obedience trials. MOTION CARRIED. DNA Testing. There is not enough time for DNA Testing during the 1998 National. Alice Reese (Health Committee) will contact the AKC regarding time needed for the seminar and testing in conjunction with the 1999 Nationals. A motion was made by Marilyn Polsfuss, 2nd by Angela San Paolo to approve the AKC Delegate's Report. MOTION CARRIED.
Specialty Coordinator - Bruce Averill. The 1998 National is well on it's way and everyone seems to be dong a great job. Already we are seeing report on the 1999 National in Denver coming in form many of the committees. A motion was made by Kathleen Kapaun, 2nd by Rhanda Glenn to approve the Specialty coordinator's report. MOTION CARRIED.
Regional Governor Reports - Reports were received from all regions and will be printed in the BCOA club publication. Following review of reports, a motion was made by Shen Smith, 2nd by Marilyn Polsfuss to approve the Regional Governor's reports. MOTION CARRIED.

Historian Report - A motion was made by Karen Staudt-Cartabona, 2nd by Shen Smith to authorize two sets of show photos to be purchased each year for the BCOA retroactive to include the 1997 show photos. MOTION CARRIED.
Inventory & Medals - Needed for archives are a the following years of specialty medals: 1986 (Seattle), 1990 (Detroit) and 1991 (Florida). Any member who would be willing to donate one of these needed medals please contact Gwen Post.
Pamphlet Committee - A thank you was extended to the committee and a motion was made by Shen Smith, 2nd by Kalen Dumke to accept the drafts and start costing out the project the printing. MOTION CARRIED.
Borzoi Connection - A motion was made to authorize $5,000.00 per year to the printing and publishing of the Borzoi Connection. MOTION CARRIED.
Standardized Trophies - A motion was made by Alice Reese, 2nd by Kalen Dumke to approve Award of Merit certificates and rosettes for Obedience Nationals for the next three highest scoring dogs w/qualifying scores eligible to receive the awards. MOTION CARRIED.
Health Committee - A motion was made by Shen Smith, 2nd by Marilyn Polsfuss to donate $500.00 in cash to the Perdue University Canine Bloat Study (Research) this year in the name of the 1998 BCOA National Best of Breed winner. MOTION CARRIED. The Health Committee has established a Health Fund Account and is currently soliciting donations to the fund to support needed Borzoi research and health projects. Donations may be made to the fund in the form of memorial contributions with acknowledgement of the contributions. A motion was made by Laurie Kasowski, 2nd by Karen Staudt-Cartabona to donate the Audrey Mulligan original charcoal print which belongs to BCOA, to the BCOA Health Committee for auction at the 1998 National banquet with proceeds going to the Health Committee. MOTION CARRIED. Chris Swilley is currently in possession of the original which will be sent to Alice Reese for matting and framing.
Also discussed were certificates for members who have heart screening performed on their Borzoi with a consensus to approve this project as part of the Health Committee. A motion was made by Laurie Kasowski, 2nd by Angela San Paolo, to include in the Borzoi Connection all OFA-CERF listing on Borzoi from the AKC Gazette. MOTION CARRIED.
BCOA HEALTH COMMITTEE IS SOLICITING VOLUNTEERS FOR HEALTH SUB-COMMITTEES. INTERESTED MEMBERS PLEASE CONTACT ALICE REESE TO VOLUNTEER.
J.E.C. - Committee guidelines with mentor requirements and an application form will be mailed to the membership with the judges breakdown ballots the end of December. Completed mentor applications will be mailed to Marilyn Polsfuss. Two amendments were made to the guidelines. A motion was made by Alice Reese, 2nd by Karen Mays to approve the JEC Committee guidelines as corrected. MOTION CARRIED. The board wishes to thank all of the members who took time to express their opinions and concerns regarding the J.E.C.
Blue Books - The price for remaining copies of the 1973 Blue Book will be $50.00 which includes postage.
Club Education - The JEC Seminar and Slide Presentation will be presented at the 1998 Nationals as a seminar for the membership to attend. Information will be published in the premium list for all interested parties. Seminar will be presented by Pat Murphy and Lorraine Groshans.
A motion was made by Marilyn Polsfuss, 2nd by Bruce Averill to approve all the committee reports. MOTION CARRIED.

UNFINISHED BUSINESS
Tabled from August board meeting - Judge Education Study Materials. Barbara O'Neill indicated that the judge study handout material has always been available and as of this time 250 copies have been provided to various workshop programs across the country conducted by both members and non-members. In 1994 request were extended to the membership for original articles to be included in the study material handout booklets. The membership is again invited to submit original articles for review by the board to be included in the handout booklet.
After review of the current material, Alice Reese requested that her article be moved from the judge study material to the Club Education Committee, as she feels this article is more geared for breeders instead of judges. A motion was made by Kathleen Kapaun, 2nd by Bruce Averill to remove Alice's article and send it to the Club Education Committee. MOTION CARRIED.
A motion was made by Laurie Kasowski, 2nd by Marilyn Polsfuss to approve the following articles for publication in the handout booklet which will be a separate booklet from the proposed "Visualization of the Borzoi Standard", approved for the handout booklet are: "The Borzoi Topline" & "Guidelines for Judging Borzoi" (Patti Neale), "Personal Observations on Judging The Borzoi" (Asa Mays, DVM), "Poetry In Motion" (Mary Beth Arthur), and "Judging Borzoi" (Sharon Robinson). MOTION CARRIED.
A motion was made by Alice Reese, 2nd by Kathleen Kapaun that the handout material booklet carry a disclaimer on the inside cover indicating that the articles contained within the booklet are the opinions of breeders and experts in the breed and are not necessarily the opinions of the Borzoi Club of America, Inc. MOTION CARRIED. The booklet will be available to the membership at a small fee to cover the printing costs.
Visualization of the Borzoi Standard - Review of draft copy. A redline and strikeout copy is requested on the final draft. Corrections and amendments: Page #1 - fix Southeast Asia. Page #12 last sentence replace the word "arch" with "rise", Page #13 - word "exaggerated arch" to be replaced with the word "exaggerated rise". Split wheel-backed and camel-backed into two sections instead of one section. Page 23 - dog & bitch photo - look for another photograph as this photo is identifiable as the background people can't be air brushed out of the photo. If another photo can't be found then use the photo in question. The committee has suggested a collage of Borzoi for the cover. Page 27 - a new sub-section to be added entitled "In Conclusion" with the last paragraph to be added to the new sub-section. A motion was made by Marilyn Polsfuss, 2nd by Angela San Paolo to approve the text and photos to date as amended above. MOTION CARRIED. The committee hopes to have the final draft ready for approval with the February board meeting. Color was discussed regarding the printing with pre-sale flyers to go out with the December mailing.
Specialty Banners - Angela San Paolo. All club logos have been received and pricing is underway for completion of the banners. After discussion, a motion was made by Kalen Dumke, 2nd by Marilyn Polsfuss to approve $1,200.00 for the creation of the 12 banners. MOTION CARRIED.
NEW BUSINESS
Open Board Meetings. Shen Smith introduced a motion, with a 2nd by Bruce Averill, to open the Annual Board Meeting to the membership for attendance. Discussion regarding having the meeting open through committee reports took place. Consensus was that meeting could be closed during any confidential matters then reopened. It was pointed out that the Fall board meeting is not held with any dog shows, and the other two meetings are telephone conference calls thus these meeting could not be open to the membership. MOTION CARRIED.
The next board meeting will be by telephone conference all the end of February. As there was no further business at this time, a motion was made by Angela San Paolo, 2nd by Shen Smith to adjourn. MOTION CARRIED.
