BORZOI CLUB OF AMERICA, INC.  - November 7, 1998

The Borzoi Club of America, Inc. Fall Board Meeting was called to order by the president, Barbara O'Neill at 9:00 A.M. on Saturday, November 7, 1998 - Carmel, California. All board members were present except - Marilyn Polsfuss, Kalen Dumke, Kathleen Kapaun, Rhanda Glenn and Pat Murphy. A quorum was established. Also present were four guests from the BCOA membership for part of the meeting.

Barbara O'Neill thanked Tom & Laurie Kasowski for making all the arrangements for this board meeting.

Minutes of the Last Board Meeting. A correction to attendance was requested to note that Kalen Dumke joined the previous telephone board meeting late. A motion was made by Fred Edlin, 2nd by Alice Reese to approve the minutes with the correction. MOTION CARRIED

Recording Secretary, Shen Smith. 1999 Officers & Board - As there were no petitions received in reference to the report of the nominating committee report mailed to the membership on September 15th, the recording secretary hereby casts a single ballot to elect the slate as presented by the nominating committee. The slate has been elected and will take office on January 1, 1999. A thank you was extended to out going region six board member - Kalen Dumke, and a welcome to incoming region six board member - K.C. Artley.

One Trophy Supported Entry application was received from Janet Adams for a TSE with the Silver State Kennel Club, April 10, 1999. Judge - Dr. Ronald Spritzer. There would be no sweepstakes with this event. A motion was made by Shen Smith, 2nd by Karen Staudt-Cartabona to approve this TSE. MOTION CARRIED.

BCOA Logo - Discussion regarding internet web sites which contain the BCOA logo - it must clearly be stated that the BCOA logo is a copyright graphic belonging to the BCOA, and under no circumstances is it authorized to be used on any web site other than the official BCOA's web site. Legal actions would be under taken to protect the logo.

Mentor Applications A completed mentor form was received from Harriet (Henri) Goldner. After review a motion was made by Shen Smith, 2nd by Karen Mays to approve the application. MOTION CARRIED.

Restatement of BCOA Policy on Tabled Membership Applications as approved 12/7/91:

Application for membership may be tabled because:

    1. Additional Information is Needed

      a.  The sponsor may be asked for additional information.
      b.  The applicant may be asked for additional information.

    1. Protest

    1. A Protest must be written and submitted to the Recording Secretary.

    2. All protests are kept confidential.

    3. Letter of inquiry shall be sent to the appropriate parties (sponsors) in order to obtain or verify the information required for a final decision. All correspondence is sent to the office of the Recording Secretary.

    4. No unsolicited letters will be considered.

    5. Final vote will be by written ballot on a protested applicant(s) and only during a face-to-face meeting of the BCOA board.

    1. NSF Check

Applications may be returned due to:

    1. Incorrect or insufficient information on application.

    2. One or more Sponsor forms not received.

Applications may be rejected due to:

    1. As an action taken by the board in reference to a member protest letter.

If approved, the Corresponding Secretary notified the applicant of their acceptance.
If denied, the Recording Secretary notifies the applicant.
If additional information is needed, the letters/requests are sent by the Recording Secretary.

A motion was made by Shen Smith, 2nd by Karen May to authorize the board to go into closed session for the purpose of discussion and voting on protested membership applications. MOTION CARRIED. Meeting went in to closed session at 9:40 AM. A motion was made by Karen Mays, 2nd by Karen Staudt-Cartabona to return to regular session. MOTION CARRIED. Regular session resumed at 10:07 AM. A motion was made by Karen Staudt-Cartabona, 2nd by Fred Edlin to approve the recording secretary's report. MOTION CARRIED.

Corresponding Secretary, Karen Mays A full and complete report was presented to the board. Additional discussion regarding the status of the Dog's of The Past committee. A motion was made by Shen Smith, 2nd by Karen Staudt-Cartabona to incorporate (per Lena Tamboer's suggestion) the "Dog's of the Past" material into the Historian files. MOTION CARRIED. Lena Tamboer and Laurie Kasowski will combine all of the materials under the Historian directorship. Lena volunteered to work with the Centennial Historian's committee.

Kennel Name Retirement - a clarification regarding kennel names BCOA has reserved from future use with the AKC. The following four famous kennel names have been officially removed from by the BCOA with AKC from any future use: Trezor, Romanoff, Malora and O'Valley Farm. Other names considered but no action taken at this time are: Baronoff and Alpine.

Obedience Scoring - Letters from Edna Ogata and Chris Danker were discussed regarding tabulation for obedience scores. Both of these letters will be taken under advisement by the board in determining how the top scores will be determined. Records were reviewed on the 1993 National and it was determined that a profit on this specialty was made. The corresponding secretary was requested to send a letter to the show committee of the 1993 national verifying the results of this review. A motion was made by Karen Staudt-Cartabona, 2nd by Fred Edlin to approve the corresponding secretary's report. MOTION CARRIED.

Treasurer, Marilynn Polsfuss A complete report was received and is attached with these minutes. A motion was made by Shen Smith, 2nd by Fred Edlin to accept the treasurer's report. MOTION CARRIED.

A.K.C. Delegate, Karen Staudt-Cartabona. A complete report was presented and is attached with these minutes. Discussion of the inaccuracies in the New AKC Dog Book will be addressed by the Delegate with the AKC with copies of all correspondence directed to the BCOA Club Education Committee and the Judges Education Committee.. A motion was made by Shen Smith, 2nd by Karen Mays to authorize the delegate to vote her discretion on the coming AKC vote. MOTION CARRIED. A motion was made by Shen Smith, 2nd by Alice Reese to approve the AKC delegate's report. MOTION CARRIED.

Regional Governor Reports

Reports were received from all Governor's for this meeting and will be printed in the Fall Aristocrat. A request has been received that all governor's put the last names in their reports as it is difficult to know who the governor is talking about without a last name. Governor's are requested to submit their reports typed and electronically (email) to facilitate printing in the Aristocrat. Governor's are also requested to reference upcoming specialties shows in their region when putting out their regional letters. A motion was made by Laurie Kasowski, 2nd by Alice Reese to approve the regional governor's reports. MOTION CARRIED.

Committee Reports
Conformation Medallions - Kim Horn
- 12 BCOA member-owned Borzoi have completed the requirements for their championship titles as recorded in the AKC Gazette, issues August 1998-Sept 1998. Annual Versatility Award Report - Karen Ackerman. Presently there is nothing to report. Hopefully, all who are interested in vying for this award are competing in the required three areas and are being successful. Application forms for the Versatility Award will be mailed to the membership in January. ARISTOCRAT - Sharon Robinson, submitted a letter of resignation due to a very demanding work schedule. A motion was made by Karen Mays, 2nd by Alice Reese to accept the resignation with regret, and thank Sharon for her work on this project. MOTION CARRIED.. A new Aristocrat editor is being sought at this time. Archives - Barbara Yoon. A report was received. Centennial Committee - Joe Rogers. A letter of resignation was received from Joe due to pressing matters at this time. A motion was made by Karen Staudt-Cartabona, 2nd by Fred Edlin to accept this resignation with regret and to thank Joe for his work on this project. MOTION CARRIED. BCOA Constitution - Marilyn Polsfuss. Following discussion of the types of membership, a motion was made by Fred Edlin, 2nd by Laurie Kasowski to lower the dues fees for associate memberships if it is determined that there will be an associate membership classification. MOTION CARRIED. Alice Reese was asked to work with Marilyn Polsfuss to reword this section of the text regarding associate memberships and fees. Inventory Committee, Gwen Post. Report was received. Code of Ethics, Barbara O'Neill. New code of ethics for the membership application form has been completed and the new application forms will be up on the BCOA web site shortly. Fund Raisers, Sharon Robinson. Hunting motif pillows. A motion was made by Laurie Kasowski, 2nd by Karen Staudt-Cartabona to approve the pillow project as a BCOA 1999 fund raiser. 1999 Futurity, Barbara O'Neill. The 1999 Futurity closes 11/24/98. There are 31 new bitch nomination and 26 new litter nomination to date. There has been $1890.00 collected to date. There are 39 puppies eligible for continuation from the 1998 Futurity. Standardized Trophies, Barbara O'Neill. All standardized trophies are up to date. Specialty Guidelines, Barbara O'Neill. The guidelines will be updated as soon as possible. Futurity Event, Kathleen Kapaun, the 1999 Futurity will be the 10th Anniversary of the event with special plans in the works for this event. BCOA Pamphlet, Kathleen Kapaun. The finishing touches are being put to the rough draft on the Obedience portion of the pamphlet. The agility portion has hit a snag. I have contacted Suzanne Degi and she is very enthusiastic on working on this project. It has been suggested that we do separate pamphlets on each subject. Unless both have a lot of information, I think we will keep it together at this time. Health Committee, Dr. Lou Avant & Alice Reese, The health fund currently has a balance of $977.00. Contributions to health are gladly accepted to help promote additional studies in the field of Borzoi health problems. Contributions are tax deductible and checks made payable to the BCOA Health Fund and mailed to Alice Reese. Remember that contribution of $50.00 entitles the health fund donor to one of the lovely AKC Dog Museum Rosseau posters. Fund Raiser, Barbara O'Neill, A motion was made by Karen Staudt-Cartabona, 2nd by Alice Reese to authorize Barbara O'Neill to have chocolate Borzoi heads cast as a 1999 fund raiser. Hopefully these head will be ready to eat at the Nationals in 1999. MOTION CARRIED. Also currently under advisement as a fund raiser is the casting of wax candles in the old mold from the previous standardized trophy molds. Historian, Laurie Kasowski. Laurie is beginning her research for our Centennial year celebration in 2004. She hopes to put together a list of the 100 years of officers and specialty winners as well as any other articles or information about BCOA's past. She has also started to compile all of the BCOA columns written for the AKC Gazette. Since the Centennial show will be held in memory of Joseph B. Thomas, she would like to compile as much information as possible about him, as well as our other founding members, Dr. J.E. DeMund, and James Mortimer. If any members have information or materials that they would be willing to share and copy for this very important historical event, she would be most appreciative. A consensus was reached that BCOA will pay for copies of yearbook. Karen Staudt-Cartabona volunteered to serve on the Centennial Historian's Committee. BCOA Publicity Committee, Kalen Dumke. Kalen just received her Sighthound Review magazine and was very pleased to see that the National was well publicized by SR. Overall, Kalen feels the SR is doing a wonderful job covering national specialties. Kalen will be sending them all of the information on the 1999 national in Denver. If anyone can think of any other publication that would print coverage of our specialties or TSE's, please contact Kalen and she will get in touch with them. Visualization of the Standard Committee, Patti Neale. The VS was mailed to all approved Borzoi judges at the end of May. Chris Neale has been appointed to handle all VS sales. A VS order form will be placed on the BCOA web site, included with every membership application, and with each written acceptance of membership acknowledged by the corresponding secretary. Patti will be creating the order form in the near future. J.E.C., Patti Neale. A request was received for official status by members to present JEC seminars. A consensus of the board is that all official BCOA JEC Seminars be conduced by the JEC Committee members. Members are welcome to present seminars, request BCOA materials, but only the board approved committee may speak for the BCOA. A motion was made by Shen Smith, 2nd by Fred Edlin to pay for a back-up set of slides from the BCOA slide presentation. MOTION CARRIED. A motion was made by Shen Smith, 2nd by Karen Staudt-Cartabona to create the slide presentation into video with voice so the video may be sold to interested members and copies will be available in case of some form of disaster which might destroy the original slide presentation. MOTION CARRIED.Statistic reports were received from: Junior Handling, Barbara Lord; Open Field Coursing, Karen Ackerman; Lure Coursing, K.C. Artley; Obedience, Edna Ogata; and Conformation, Jon & Nancy ReimerAgility - Edna Ogata has accepted the chairmanship of the agility program. Keeping In Touch Committee, Edna Ogata & Phyllis Brettell - a complete report was received. 1999 National, Carol Enz. Report was received. 2000 National, Eugene Hill. Report was received with note that two free airline tickets have been received by BCOA which will be raffled at $5.00 each or 6/$25.00. More information will be available on this raffle in the near future.  Club Education & Web Site, Jennifer Beach-Buda. Seminars are currently under advisement for the 1999 National. The web site has been updated and is current with information. A motion was made by Fred Edlin, 2nd by Alice Reese to approve the committee reports. MOTION CARRIED.

Unfinished Business

Alice Reese volunteered to serve on the Standing Rules Committee which will prepare a list of the rules which will be available to the recording and corresponding secretaries.

BCOA Sweepstakes Judge Nominations & Ballots A motion was made by Shen Smith, 2nd by Karen Staudt-Cartabona that members may provide two names per member and all sweepstake judge nominations will contain the name and address of the nominee, and that nominees must own or have owned Borzoi. MOTION CARRIED.

BCOA Specialty Judge Nominations & Ballots A motion was made by Karen Staudt-Cartabona, 2nd by Shen Smith to request two names per member to be placed on the ballot. MOTION CARRIED.

Policy: The above two new rules replace all prior rules which applied to specialty and sweepstakes judges. The complete list of licensed Borzoi judges will no longer be supplied as it is up to the member to make his/her nominations based on their preferences for judges. The compiled complete list of membership suggestions will be mailed to the membership for a break-down ballot vote. The breakdown ballot will be a weighted point scale ballot as in the past. Since the final ballots will be for a two year period the final ballot will contain the top twenty vote receivers from the breakdown ballot and members will be allowed to vote for two choices on the final ballot instead of just one name as in the past.

National Specialty Show Committee. This continues to be tabled.

New Business

BCOA Logo Upgrade. Type will be bookman oldstyle. A copy of the samples will be mailed to the membership, and a copy will be put up on the BCOA web site for review. Comments should be directed to the Regional Governor in your area.

1st Class Premium Lists for Nationals - A motion was made by Karen Staudt-Cartabona, 2nd by Karen Mays, that a 1st Class mailing of the national premium will be available starting next year. Members will be able to pay $2.00 with their dues payment to receive the 1st class mailing on the premium list. MOTION CARRIED

BCOA Medals - Our supplies are fine on all medals except membership pins. New membership pins will be offered for sale to old members..

Letter was received from AKC requesting old national specialty video tapes - this will be taken under advisement.

Board Meetings. Fall 1999 Board meeting was discussed with suggestions being: Albuquerque, Santa Fe, Savannah, or Charleston. February board meeting will be on the 24th due to the Westminster Dog Show. May Board meeting will be on May 24th, and the August meeting will be on August 19th.

Centennial show/2004 would normally be held in Region 6, but this will be open to suggestion and further discussion.

DNA Testing - this has been referred to the Club Education Committee for review and recommendation to the board.

International Conference/2001 will be held in Sweden.
