The face-to-face board meeting of The Borzoi Club of America, Inc. was called to order by the president, Barbara O’Neill, at 9:30 AM PST, December 4, 1999, Las Vegas, Nevada.  All members of the board were in attendance, except Karen Staudt-Cartabona, Marilyn Polsfuss, Dr. Fred Edlin, Alice Reese, and Patricia Murphy.  A quorum was established.

Minutes of August Board Meeting.  A motion was made by KC Artley, 2nd by Steve Gross to approve the minutes as published.  MOTION CARRIED.

Recording Secretary – Shen Smith.  Trophy supported entry application was received from Borzoi Club of Atlanta, co-chairs – Paula Moore & Michael Koss, for Classic City Kennel Club, Athens, GA May 6, 2000.  Judges being Audrey Benbow and Prewitt Owen doing sweepstakes.  A motion was made by Kathleen Kapaun, 2nd by KC Artley to approve the TSE.  MOTION CARRIED.  Application was made by Helen Brettell & Jan Leikam to pay up back lapsed dues in order to qualify for life membership status.  After discussion, a motion was made by Laurie Kasowski, 2nd by Steve Gross to approve the applications for life membership.  MOTION CARRIED. Lone Star Borzoi Club – The Constitution & by-Laws for the newly formed Lone Star Borzoi Club was reviewed.  A motion was made by KC Artley, 2nd by Laurie Kasowski to approve the document and grant parent club recognition to the club.  MOTION CARRIED.   A motion was made by KC Artley, 2nd by Kathleen Kapaun to approve the recording secretary report.  MOTION CARRIED.

Corresponding Secretary – Karen Mays.  Complete report was presented outlining correspondence sent and received to date.  Also discussed – Membership pins.  Karen Mays will be checking on different types of pins BCOA might wish to consider and the idea of offering membership pins for purchase to the membership.  Championship medals was tabled.  Breeder Referral Section of BCOA Web Site – A motion was made by KC Artley, 2nd by Shen Smith to move the breeder referral section off the BCOA web site and onto the Borzoi Connection web site.  Margie Milne is currently the web master for the Borzoi Connection web site and will be handling the uploading of new breeder referral requests for web listings. BCOA will direct requests for listing to Margie.  Borzoi Connection board of editors will determine the moderate feels to be collected for this service.  A motion was made by KC Artley, 2nd by Kathleen Kapaun, to reserve the BCOA web site strictly for BCOA information.  MOTION CARRIED.  Achievement nomination of a worthy BCOA member was discussed.  A motion was made by KC Artley, 2nd by Kathleen Kapaun to have Karen Mays submit the member’s name to the ACK in nomination.  MOTION CARRIED.  Parent Club Committee – tabled to fall/2000 board meeting.  Sweepstakes judge for BCOA events – policy states “must be a Borzoi owner or breeder”.  A motion was made by KC Artley, 2nd by Shen Smith to approve the corresponding secretary report.  MOTION CARRID.

Treasurer’s Report – Marilyn Polsfuss.  A complete report was submitted and will be published with these minutes. 

AKC Delegate – Karen Staudt-Cartabona.  A complete report was submitted and will be published with these minutes.

Specialty Coordinator/Vice President – Pat Murphy.  Discussion regarding the removal of specialty coordinator from the job description of the vice president resulted in a motion by Steve Gross, 2nd by Shen Smith which will be put in place immediately.  MOTION CARRIED.  A motion was made by Steve Gross, 2nd by KC Artley, to create a specialty coordinator standing committee appointed on an annual basis with appointees have prior specialty experience.  MOTION CARRIED.

Additional discussion regarding assigning the BCOA vice president the job description of liason to Health & Rescue did not result in a motion but was tabled for further discussion.

Regional Governors – all governor’s reported for the board meeting with complete reports to be printed in the Aristocrat.  A motion was made by Laurie Kasowski, 2nd by Kathleen Kapaun to approve the governor reports.  MOTION CARRIED.

Committee Reports

Hearing Committee – Shen Smith, Karen Mays, KC Artley.  Report was filed with the board outlining the results of hearing review.  The committee recommendation was to not entertaining the charges as filed, but to write a letter of reprimand.  A motion was made by Laurie Kasowski, 2nd by Kathleen Kapaun to accept the recommendations of the hearing committee.  MOTION CARRIED.

2000 National - Plans for the National are progressing nicely.  We have incorporated health clinics and the BCOA JEC slide presentation into the schedule.  A national anthem singer is needed for the Portland.  A volunteer would be greatly appreciated.

2001 National  After review a motion was made by Shen Smith, 2nd by Kathleen Kapaun that Lure Trial Judges for the national lure trial should not be Borzoi owners.  MOTION CARRIED.  Guidelines will be amended.  After review of the submitted judges, a motion was made by Shen Smith, 2nd by Laurie Kasowski, to approve the judges as submitted.  MOTION CARRIED.  A motion was made by Kathleen Kapaun, 2nd by Laurie Kasowski, to amend the standing rules to reflect that all specialty judges (other than breed & sweepstakes judges) must be reviewed by the board prior to their being asked to judge.  MOTION CARRIED.   Discussion regarding the proposed 2001 schedule resulted in a motion by Steve Gross, 2nd by KC Artley to hold the triathlon prior to the start of regular classes.  MOTION CARRIED.  Further discussion indicated that the BCOA booth will hold a priority position and be located near the trophy table.

Yearbook – a motion was made by Laurie Kasowski, 2nd by Shen Smith to advance the cutoff date for the yearbook to Feb 1st.  MOTION CARRIED.  Archive Committee – Barbara Yoon.  Total sales from 6/1/99-11/15/99 is $1265.43.  A release form has been created for artwork used by BCOA.  ROM – no report.  Inventory/Medals – Gwen Post.  All medals for supported events have been mailed.   Have received a new stock of championship medals which should hold the club for some time.  Historical Committee – Laurie Kasowski.  All records are current and up to date.  Thanks go to Lena Tamboer who has emailed historical account of Borzoi hunts in Russia.  Blue Books – Shen Smith. A motion was made by Shen Smith, 2nd by KC Artley to drop the blue books committee.  MOTION CARRIED.  Kathleen Educational Pamphlets  - Kathleen Kapaun.  Discussion regarding putting the pamphlets on the BCOA web site in pdf format.  Fund Raising – Sharon Robinson.  45 pillows were ordered.  One carton is being shipping to Barbara Yoon for sales, and two cartons are being shipped to the national in Portland.  The board has authorized Sharon Robinson to create a new throw for the 2001 specialty.  Futurity Event – Barbara O’Neill.  The 2000 Futurity closed 11/20/99 with 34 new bitch nominations and 26 new litter nominations to date.  There has been $1711.00 collected.  The Futurity is planned for Sunday, May 21, 2000.  The 2001 Futurity applications is up on the BCOA website and has been sent to the membership.  Tow bitch nominations have been received for the 2001 Futurity.  Standardized Trophies – Barbara O’Neill.  All Standardized Trophies are up to date.  Trophies and rosettes will be ordered immediately after the first of the year.  Specialty Guidelines – Barbara O’Neill.  The Specialty Guidelines have been updated and a copy distributed to the board and 2001 national chairman.  Gazette Column – Jennifer Beach-Buda.  No changes in schedule or other updates at this time.  JEC – Patti Neale.  Discussion regarding the AKC mentor program.  A motion was made by Kathleen Kapaun, 2nd by KC Artley, to send a copy of mentor forms, guidelines and application to the AKC.  MOTION CARRIED.  Further discussion on this AKC project was tabled to the next board meeting or until additional information is available. 

Statistics:  Obedience – Edna Ogata. Open Field – Karen Ackerman.  Agility – Gale Snoddy. Lure Coursing – KC Artley. All records are up to date at this time.

BCOA Health Committee   Alice Reese.  Current balance in health fund is $2,927.77 as of 11/11/99.  A very generous donation was received from Chris & Paul Danker made in memory of Ch Sky Run’s Along for the Ride.  Barbara Yoon has been busy raising money through raffles and print sales at the New England specialty and on the net.  She has our utmost gratitude for her help.  Discussion regarding the funding for a research program only if it also benefits Borzoi.  Discussion regarding suggestions from BCGNY about going in with the Lab TVD research.   Dr. Lou Avant has volunteered to head up a health registry program with the BCOA web site.  Dr. Pam Mayberry and Chris Danker has been selected to work on the health committee.  Barbara Yoon & Maureen Bardwell will head up the health funding committee.  The BCOA thanks each and every one of the volunteers who having been working so hard on the health committee.  Barbara Binder is coordinating the health clinics to be held at our 2000 national.  Health seems to be on the minds of so many these days and the BCOA is so proud of our members who are not waiting until the breed is unhealthy overall before taking some steps to maintain our health and integrity.  A sincere thank you is extended to the Borzoi Club of Greater New York for their excellence in attention to health concerns.  The BCOA would like to invite other Borzoi Clubs to participate in the Health Program.

NEW BUSINESS

Several of the foreign Borzoi clubs throughout the world annually send trophies to the BCOA National.  As a gesture of good will, the BCOA would like to create a trophy, which would be donated at the major Borzoi specialty shows yearly.  A motion was made by Shen Smith, 2nd by Steve Gross, that BCOA create a pewter medal to be placed on a ribbon in a presentation box for Best of Breed at these events.  MOTION CARRIED.  Barbara Lord, the Foreign Desk editor for the Borzoi Connection, will be asked to prepare a list of Borzoi specialty shows which represent the major foreign Borzoi events.  Hopefully a list could be ready by the May meeting.  Barbara O’Neill was authorized to proceed with the creation of the trophy.

Appreciation Awards – A motion was made by Shen Smith, 2nd by KC Artley to approve appreciation award nominees for the Annual Banquet.  MOTION CARRIED.

As there was no further business at this time, a motion was made by Shen Smith, 2nd by KC Artley to adjourn.  MOTION CARRIED.  Meeting was adjourned at 3:00 PM.
